Yeah, I'm working on something very very similar.

The main difference between my solution and the SpokePOV is that my  
main goal is to design and build the thing myself ;)

Apart from that, I'm doing what appears to be the same; atmel  
controller, shifting registers to pump out the data, serial EEPROM to  
store the images, hall sensor to detect rotation.

Technically, I'm differing by going for a single-sided SMD board  
(since that what's easiest to produce in the lab) and I want to use  
RGB leds.

For $40, their kit is a really good purchase I think.
..and they have some nice software that I might want to RGB-ify and  
adopt in my project :)
