You could check http://www.wohnservice-wien.at/ for a  
"Genossenschaftswohnung". It's rather hard to find one in the more  
expensive districts, but the monthly cost is cheaper. (You have to pay a  
few thousand Euro "Genossenschaftsbeitrag" once, but you get most of it  
back when you move somewhere else).

Simply fill out the webform, and you'll get an email 2-4 weeks later.  
Normally, about 10 people visit the flat at the same time.
