 The policy is: maximum 2 months, only members, label stuff

 Currently out of 34 Project box slots:

 ~2 are free
 ~6 are cluttered with unlabeled stuff
 ~23 are over the deadline, many 10 months+
 ~3 have not over the deadline

 Maybe we should increase the limit to 3 or 4 months and set a hard limit
 of like 6 months for relocation and 12 months for trashing.
